Complete Non-EU Recruitment & Workforce Import Services
We fully handle the bureaucratic and operational complexity according to OUG no. 32/2026: registration on WorkinRomania.gov.ro, rigorous selection of pre-validated candidates, digital single application, D/AM2 consular visa, and dedicated post-arrival support.
The 6-Step Recruitment Process
The 5 Pillars of the MCA Workforce Partnership
Transparent structure, clear contractual accountability, and zero risk of institutional bottlenecks for employers.
International Recruitment & Video Trade Testing
We identify pre-validated candidates in our databases who match the profile and job requirements of your company. Our network in Nepal, Sri Lanka, India, the Philippines, and Pakistan rigorously filters the practical experience and skills of each worker.
Registration on WorkinRomania.gov.ro, Placement Contract & Single Application
According to OUG no. 32/2026, the old physical work permit has been replaced by the digital single application on the WorkinRomania.gov.ro platform. We prepare the tripartite placement contract, the bilingual individual employment contract based on official templates, and submit the electronic single application.
D/AM Consular Visas & International Flight Logistics
After verifying the fulfillment of conditions through the single application on WorkinRomania.gov.ro, the candidate presents themselves at the diplomatic mission of Romania for the issuance of the long-stay visa for employment (D/AM2 or D/AM1), followed by the organization of international transport.
We coordinate arrivals in Romania to synchronize internal transport, accommodation, registration with the family doctor, and presentation at the workplace.
Arrival in Romania: Accommodation, Family Doctor & Residence Permit
Upon arrival in the country, we manage all operational steps: pickup and internal transport, accommodation setup, registration with the family doctor, submission of documents for the residence permit, and presentation of workers at the workplace.
We support you in verifying the accommodation and transport conditions stipulated in the firm job offer, so that the workers' acclimatization proceeds smoothly.
Dedicated Project Manager, Romanian Language Courses & IGI Compliance
A Project Manager and our immigration experts remain with your company after the workers' arrival: we manage legal notifications to IGI, the organization of Romanian language courses required by law, the renewal of residence documents, and the relationship with authorities.
New Legal Framework from 2026: The Work Permit Has Been Eliminated
Starting from April 27, 2026, OUG no. 32/2026 reforms the employment procedure for non-EU citizens: the old work permit issued by IGI is eliminated, and the process is digitized through the governmental platform WorkinRomania.gov.ro (which, until August 7, 2026 inclusive, operates for registrations, authorizations, and testing, with transitional rules regulated in articles 49–52).
The Single Application Replaces the Work Permit
The employment of foreign workers takes place through a single electronic flow integrated into the WorkinRomania.gov.ro platform, eliminating the submission of physical files at the counters of the General Inspectorate for Immigration.
Two Categories of Employment Visas
The legislation differentiates between D/AM1 (intended for highly qualified workers and special categories, without a quota ceiling) and D/AM2 (for permanent and seasonal workers, granted within the annual quota limit and only for COR codes included in the semiannually updated List of Deficit Occupations).
Standard Path: Authorized Placement Agency
For the vast majority of companies in Romania, recruitment for D/AM2 visas is done through a contract with a placement agency authorized by ANOFM. Direct authorization without an agency is permitted only for employers with a minimum of 50 employees, at least 24 months of activity, and a security deposit of 1,000 EUR for each recruited worker.
For Agency Clients: Registration Only
If you recruit through our placement agency, you do not need your own authorization or a security deposit: the company only completes registration on the WorkinRomania.gov.ro platform, based on clear conditions verified electronically within a maximum of 30 working days.
Eligibility Conditions & Post-Employment Obligations
Everything a company in Romania needs to know before and after employing non-EU workers through an authorized placement agency.
What conditions must the employer meet?
To recruit foreign personnel through an authorized placement agency, the beneficiary company must meet five legal conditions:
- 1 Company registration on the WorkinRomania.gov.ro platform — an electronic procedure managed with our support, resolved within a maximum of 30 working days.
- 2 No outstanding debts to the state budget — the tax certificate must confirm the absence of unpaid tax obligations to the consolidated general budget.
- 3 Minimum 1 year of effective activity — carried out in a field of activity compatible with the occupation for which workers are requested.
- 4 Clean legal and employment history — no penalties for undeclared work in the last 6 months and no final convictions related to employment relationships in the last 12 months.
- 5 Service provision contract with the placement agency — which includes the firm employment offer (salary, duration, schedule, working conditions, accommodation, and transport).
What obligations do you have after employment?
OUG no. 32/2026 establishes clear rules for the protection of employment relationships and the record-keeping of foreign workers during employment:
- 1 Salary payment exclusively by bank transfer — salary rights are paid only into a bank account opened in the worker's name.
- 2 Bilingual individual employment contract — drafted in Romanian and in the language of the country of origin or an international language understood by the employee (the absence of a bilingual version is sanctioned with a fine of 6,000 lei/contract).
- 3 OHS training understood by the worker — occupational safety and health training in a language understood by the employee and provision of personal protective equipment.
- 4 Notification within 5 working days to IGI and the agency — mandatory in case of unjustified absences exceeding 3 consecutive days or upon termination of the employment contract.
- 5 Romanian language courses for employees — provided for a minimum period of 6 months from the start of activity, at least 6 hours per week, including cultural integration elements.
- 6 Retention of employment documents for a minimum of 5 years — contraventional sanctions for non-compliance range between 5,000 and 40,000 lei.
